Unfriendly and air-conditioning not working in the room

The hotel is modern and well located if you have to go to the airport, with a free shuttle service. The air-conditioning in our room was not working and it was a lot hotter than in the lobby, reataurant or even the corridor. We complained and they said they would connect it...After an hour it still wasn't working so we asked for a technician who came to the room but didn't even come in because he said he didn't know about air-conditioning. We asked to be given another room but unsuccessfully. I have read other reports on the hotel and the problem of the air-conditioning/heating/hot water seems to come up over and over again. They asked us to pay in advance when we checked in, and when we refused on principle they said they would keep our passports, although we had booked through on-line and they had our credit card information. The rest was average.
