Although Oslo is considered an expensive city, accommodation can be comparable and good value.
We liked the Thon Cecil very much. Great location in the heart of the city, great breakfast (thought the signs everywhere warning you not to leave your belongings was a bit offputting). The room was a standard style 'business' hotel room, functional and clean. We had a Superior room, which meant a balcony overlooking a central atrium with the breakfast area below. Very nice actually.
Internet was not free, which surprise me, but it wasn't expensive. Reception staff were extremely knowledgeable on all our questions (except when asked about a Spa, noting they didn't have one, they didn't mention the one next door.) They were very good about recommending restaurants, offering really good selections.

Very nice Hotel right in the center of Oslo.
Close to restaurants, shops and underground, tram and bus stops.
Very clean and quiet.
Nice staff and free internet near the reception.
Very nice breakfast two.
