We stayed in Perugia for two nights. One day we took a day trip to Assisi and a wine tasting.museum just out of town. The other day we spent in Perugia. This hotel is a little worn, but quite comfortable. It is located just across the street from one of the two outdoor escalators in Perugia that take you up into the old city (it is pretty steep so these escalators are great). Although the hotel is on a busy street (not that busy at night) around the back it is pretty quiet. The staff in the hotel was friendly and helpful (altho some clerks spoke little English)

The Hotel Europa is a small B&B (a handful of rooms) located midway up the hill on top of which historic Perugia sits. The hotel is just a few steps away from the escalators that take you into the heart of Perugia. Furthermore, if the "Minimetro" gets completed -- it appeared to be the subject of some controversy while we were there -- Europa (via "Cupa" station) will also be convenient to Perugia's train station, located at the bottom of the hill. The rooms were clean and spacious. The bathroom was a little small, but perfectly fine for our needs. The staff was friendly and spoke enough English to understand and to be understood. Breakfast was ample if a bit "industrial" -- mostly processed foods (e.g., slices of "cheese" wrapped in plastic just like in North America, ugh), which is a bit of a shame given Italy's well deserved reputation for excellent food.
In short, though, this hotel is very good value for money.
