I can probably say if I am on a budget, I would probably stay at Hotel Monaco again. Staff was nice. The location has its pros and cons. It was very close to the train station but because it is close to the train station the location is a bit sketchy but not so bad. For those that care, there is a strip club on the way with a picture of a naked woman on the outside, however, if you do plan on walking around Munich you will see this anyway.
We had a room facing the courtyard so we did not encounter much noise as previous postings indicated. The courtyard is not a very nice view but the hotel never claimed to have nice views of anything. The room was very clean and neat. No air conditioning but that is normal with lots of hotels in Europe.
The only real problem we had with the hotel was the shared restroom. I do not think they were cleaned throughout the day and the showerhead wouldn't stay put. Breakfast was too expensive at six euro per person so we didn't take it.
I paid only 58 euro per night for a doubleroom so I guess that is a deal for being by the train station and having a decent room.

Took Rick Steve's advice and checked into the Hotel Monaco. I had a room on the inner side, away from most of the street noise. It was simple, very clean, with two single beds, shower and bath. Large elaborate breakfasts, very helpful and friendly staff. Great location near the main rail station and within walking distance of the downtown area and connections to the trolleys and underground.
