The lodging options in Dubrovnik aren't great. Probably the best budget option is to try for a Sobe (private room) close to old town. Since we were going to be arriving late, we figured a traditional hotel might work better for us.
But then your options are generally either to pay through the nose to stay close to old town, or to stay far away (not walkable) for a more reasonable price. Hotel Lero is somewhere in the middle. It is walkable for those who don't have mobility issues (there are also buses and taxis) and it's more reasonably priced, though not dirt cheap. We paid about $130/night for a double room. The walk was fine (slightly uphill on the way from Old Town) but not one I would really want to do several times a day.
The hotel is NOT fancy--the communist era still feels alive and well in the decor here--but it is totally serviceable. It caters far more to the big tour group than the independent traveler. And if you have a room facing the parking lot, you may be able to catch a glimpse of the sea but be prepared to wake up early. Those tour buses pull into the parking lot and leave their noisy engines running while they wait for their groups to finish breakfast.
Breakfast is included and I found it to be very hearty--eggs, fruit, meat and cheese.
All in all I was satisfied with Hotel Lero for what it was--a mid-range hotel nearish to Old Town. But I wouldn't get too excited about it and if I were to go back to Dubrovnik I would rather try for a sobe.

This hotel will not excite you. Everything about it is worn, from a lummpy bed to stained carpets. The room is cleaned, but desperately needs a complete renovation. I did not eat at the restaurant, but the breakfast looked like the usual fare - you will be fed. The staff was friendly enough. But the rooms are fairly poor, although if you are in Dubrovnik, you probably won't spend much time in the hotel. I highly advise if you are elderly or have younger children NOT to stay in this hotel. You are a good 20-25 minutes at a brisk pace from downtown and it can get very hot. If you need to return to your hotel for naps or to get out of the sun, you will be spending a good portion of your day traveling back and forth unless you take the taxis, which are about 7euro each way, so that could add up quickly as well. There is a bus that runs into downtown, so if you don't want to walk and are a younger couple or singles, and just want a clean place to stay, the hotel is fine and fairly priced.
