We checked into the Univers as "walk-in" guests off the street due to problems with our previous residence. We had to pay the full rack rate of 193 euros - which seemed expensive for a middle of the road 4 star hotel.
The hotel is in a good location - immediately opposite the Hotel de Ville. It is within easy walking distance of the cathedral, rail station, shops and museum. Sadly our room looked out onto the room of the kitchens and not the street - but I expect the view from the front would be good!
The room was spacious and had decent dark wood furniture, a large bed and a separate sofa/lounge area. The bathroom was well presented with a corner bath and shower over the top, plentiful cosmetic products and large towels. There was a desk, tv and mini-bar - all the conveniences of a standard large hotel. We did not use room service or the restaurant. There is a secure underground garage at additional cost of 10 euros per day - which seems a good price for the convenience factor.
The hotel is at best mediocre - overpriced and pretty soul-less. No particular problems - but nothing great about it either. I'm sure you could do a lot better for 193 euros per night elsewhere in Tours!

We recently spent 2 nights in July at the Hotel de l'Univers in Tours after attending the LeMans Classic Car Races Overall, this hotel was a very pleasant experience. We had a bit of tredpidation due to some of the reviews posted, but were not disappointed in our stay.
The location was fantastic, right in the middle of town.Our car was safe in the garage. We walked all over the city from this location.
Our lovely room was accurately described as in a previous review. The air conditioning worked so wonderfully we didn't want to leave our room. The lobby is beautiful with paintings, dark wood and is very quiet..
We enjoyed our leisurely delicious dinner in the restaurant. Every one was very attentive and helpful.
Yes, we had to carry our own luggage from the car park, so if that is a problem for you, I would not stay here. The plumbing has the usual characteristics of hotels in this country.Workers made noise in the halls after 10 AM. And the view over the courtyard is actually a view of the top of the lower building, not at all an attractive courtyard. We could also hear our neighbors leaving their room. The internet access is not complimentary. And the price is not inexpensive. However, none of these negatives bothered us enough to not enjoy our stay.
We most definitely would return to this hotel should we ever return to Tours.
